This map follows all legal federal and state requirements while maximizing district compactness and minimizing the splitting of political subdivisions and communities of interest. Specifically, this map minimizes splitting of county lines, Native American Reservations, and cities. This map adheres to the Voting Rights Act to create a minority opportunity 9th district in South Seattle and South King County suburbs. This district prioritizes drawing a majority-minority citizen-voting-age-population in the 9th district to increase the voting power of this minority coalition. A majority-minority CVAP 9th district is impossible currently, so this map maximizes the minority CVAP population instead. This map also undoes the splitting of the Colville Native American Reservation into one district. Other significant changes to the 2011 map include: splitting Eastern Washington by north-south instead of the current east-west, putting all of Tacoma into the 10th district, drawing in creating more compact Northwestern WA districts (CD 1, 2).
