This least change map achieves equal population while accounting for Kentucky's population shifts. It also reduces the number of split counties in the state, although it largely preserves county lines in more urban areas and makes only minor modifications to Jefferson County (Louisville). Kentucky has few statutory constraints to govern Congressional district drawing, but this map endeavors to make minimal change and maximize good governance impact.
