This is a least change map that is designed to keep the district boundaries as close to the previous districts as possible, while equalizing the population and complying with redistricting principles required under Nevada state law. This plan prioritizes compactness and preserving communities of interest while achieving perfect population equality across districts. The population in the suburbs of Las Vegas grew significantly between 2010 and 2020, and the boundaries of the district containing Las Vegas (District 1) shifted towards the South to equalize the population. The boundaries of the district containing Reno, District 2, also shifted to the South to return the districts to perfect equality.
