This plan seeks to achieve proportional representation, electing representatives that reflect the partisan divide within Georgia. While doing so, it also seeks to create districts that are contiguous, relatively compact, equal in population, and in compliance with the VRA. In the 2020 presidential election, President Biden won the state with 49.47% of the vote, making the benchmark that the plan aims for 50% Democratic districts. Overall, there are 7 Democratic or Democratic-leaning districts and 7 Republican or Republican-leaning districts.
