Redistricting Plan

This plan attempts to create the most compact, coherent districts possible and minimize county, city, and communities of interest splits. It complies with all federal and state requirements, increases Black voting age populations in the 3rd and 4th Districts relative to 2016 levels, and generally follows county and municipal lines, or else highways and other natural boundaries when subdivision splits are necessary.
