This plan attempts to draw an Indiana map from scratch with an eye for competition. Partisan data for Indiana currently skews Republican, so the guiding principle for this map was to draw competitive districts when possible while simultaneously keeping counties whole. This principle can cause some irregularity, as seen in District 8. This district combines Hendricks and Hamilton counties with northern Marion county (and parts of Indianapolis) in a sort of bow-tie configuration. This was done to capture enough partisan data to make for a 51% Democrat and 49% Republican district. Most districts in the state lean heavily Republican, while District 9 is the only heavily Democrat district. This left Districts 3 and 8 as the competitive (within 5%) districts.
