This map attempts to create compact districts that deviate the least from existing district lines. Pennsylvania lost a seat, so the district lines vary greater from the previous district lines as you move toward the Eastern districts. This map complies with Pennsylvania law, and the Pennsylvania Court's three guidelines outlined in League of Women Voters v. Commonwealth (2018). It also complies with the federal Voting Rights Act and Supreme Court precedent.
