This map attempts to create compact districts that respect county lines without deviating too far from existing districts. Pennsylvania lost a seat, and this map eliminates what was district 17. This map complies with Pennsylvania law, and the Pennsylvania Court's three guidelines outlined in League of Women Voters v. Commonwealth (2018). It also complies with the federal Voting Rights Act and Supreme Court precedent.
