This is a map that seeks, first and foremost, to keep counties together as much as possible. There are 159 counties in Georgia and in this plan there are 10 that are split. It retains 5 VRA districts (District 2, District 3, District 4, District 5, District 13), but they are different than the districts that currently exist. This map does not break county lines to comply with 1 person 1 vote, instead only counties that are already split are manipulated to be as close to the target district population, but I did not break county lines explicitly for that purpose.
