Redistricting Plan

This is a least change map that attempts to keep district lines the same while adjusting for population. Because Illinois is losing a seat, some district lines are altered more than others. I chose to eliminate District 18 because of the loss in population from the west and south. While there are many safe seats in this map, the map does a decent job of balancing for partisanship.
