Redistricting Principle(s) Prioritized: Communities of Interest, Good Government, and Proportional Representation

In addition to the federal requirements, Nevada's state constitution requires that congressional districts respect county boundaries. A 2011 Nevada state court ruling proscribed additional criteria for redistricting in Nevada, including respect for political subdivisions, contiguity, communities of interest, and avoiding pairing incumbents. This Good Government plan for Nevada is intended to keep preserve communities of interest and keep counties intact. It splits only three counties where necessary to comply with One Person-One Vote and achieves proportional representation for minority communities.
