Congressional maps in Virginia must comply with the Constitution and the VRA, and be compact and contiguous. Between 2010 and 2020, Virginia's population increased in the Central and Northern regions, so the district lines shifted to accommodate the changing population. This is a "least change" plan designed to keep district boundaries as close as possible to the pre-existing boundaries while equalizing the population. This plan is fully contiguous, achieves perfect population equality across districts, and features 11 districts with an average Reock compactness score of .34.
