Federal requirements of One Person-One Vote and the Voting Rights Act apply to congressional districts in Massachusetts. Between 2010 and 2020, Massachusetts lost population in many of its rural communities in the West gained population in the Eastern portion of the state, including in the Boston suburbs. This good government plan for Massachusetts achieves perfect population equality across districts, keeps political subdivisions intact, and deviates where necessary to comply with One Person-One Vote and Supreme Court precedent.
