This map is a good government plan based on the previous districts: it prioritizes keeping political subdivisions intact and minimizing deviations from the previous map, in addition to the traditional redistricting principles of compactness and contiguity. At the same time, the map preserves the previous plan’s high levels of minority representation. As in the current congressional map of New York, districts 13 and 15 are majority Latino by voting age population (VAP), and districts 5 and 8 are majority Black by VAP. The map preserves Latino opportunity districts 7 and 14, Asian opportunity district 6, and Black opportunity district 9, maintaining comparable VAP percentages of the relevant minority groups in each district. The map's construction did not consider partisan data, though the plan moderately favors Democrats. The map complies with the Voting Rights Act, one person one vote standards, and other Supreme Court precedent concerning racial gerrymandering.
