In addition to the federal requirements under the Constitution and the Voting Rights Act, Virginia's state constitution requires that districts be compact and contiguous. This plan complies with state and federal requirements and achieves perfect population equality across districts. The goal of this plan was to achieve proportional representation for members of minority communities in Virginia, and includes two coalition districts where members of minority communities make up greater than 50% of the CVAP (districts 1 and 5). This plan also keeps counties intact except where necessary to comply with One Person-One Vote.
