This "Good Government" plan goes to great lengths to avoid splitting counties—it only divides two of Oklahoma's 75 counties and six of its 1,941 voting districts. The districts are reasonably compact according to various measures (see accompanying report), and splits relatively few towns. The plan is also somewhat more fair than plans derived from Oklahoma's existing districts; while Republicans still have a substantial advantage, Democrats make some progress towards a balanced map.
