This plan achieves perfect population while splitting as few counties, reservations, and municipalities as possible and maintaining communities of interest. Only Valencia and Bernalillo Counties are split, and few municipalities and reservations are as well. District 1 is centered around the Albuquerque metro, District 2 on the southern part of the state, and District 3 on Santa Fe and the northwestern Native Reservations, bringing the total Native VAP of the district to 22%. The map complies with the Voting Rights Act, as the non-Hispanic white population of all districts is below 40%.
