This perfect population map aims to avoid splitting counties and municipalities where possible, while also taking into account Wisconsin's communities of interest. The three "WOW" counties surrounding Milwaukee are now united in a single district, District 5. District 3 now more closely tracks the Driftless area of southwest Wisconsin while remaining compact. District 6 is centered around Central Wisconsin rather than split between the interior and the coast. Other districts are similar to their current forms, with moderate tweaks to account for the other districts' major changes. While District 4 is not majority-Black, minority groups do compose a majority of the District as a collective (47.1% white). This is the only Voting Rights Act district in the state.
