This map aims to achieve perfect population balance while keeping communities of interest together and splitting counties and municipalities only when necessary. Since population balance and communities of interest are both prioritized over county and municipal splits under Michigan state law, both of those interests were prioritized over splits. The Detroit area contains one majority-Black district, District 12, and one plurality Black district, District 13. Every major metro area has been preserved as well as possible, with the exception being splitting more rural northern Kent County to prioritize putting Grand Rapids with suburban Ottawa County. The map is VRA compliant and is perfectly population balanced.
