This map tries to make the least number of changes to Wisconsin's previous congressional map. One person/one vote principles require equal population across districts "as nearly as practicable." In complying with this legal standard, the changes made to this map (1) respect in-tact county and political subdivision lines as much as possible, and (2) equalizes population in areas where those county and political subdivision lines were already split in Wisconsin's previous map. Because of Wisconsin's unique demography, no minority population is large and compact enough to constitute the majority of any district under the Voting Rights Act.
