This map improves partisan fairness by increasing state democrats' congressional representation. It does so while satisfying traditional districting principles and minimizing partisan efficiency gap. This map markedly improves democrat voting power compared to the enacted plan, producing one safe democrat seat and two competitive seats. While it is possible to make more democrat-friendly maps, it is not possible to do so while respecting traditional districting principles.
