This plan seeks to create a strict proportional North Carolina map, with six solidly Democratic districts, six solidly Republican districts and two "lean" districts to create some possible responsiveness in wave elections. Doing so required creating some non-compact districts and included slightly more county splits than are minimally necessary to equalize population. Another priority was to increase the Democratic vote share in District 1 in the northeast part of the state, where relative population declines have threatened a traditionally performing VRA district.
