Redistricting Plan

This proposal is a good government plan, seeking to draw compact districts that respect political subdivision lines. At the same time, the map preserves the high levels of minority representation in the previous plan (used in the 2020 election), creating two opportunity districts for African-Americans in the Detroit area. The proposal did not incorporate any political data, and the map aimed for neutrality. However, independent analyses suggest the plan moderately favors Republicans.
