Redistricting Plan

This plan proposes a new way of creating a Hispanic opportunity district in the New York metro area. It generally tries to follow good government redistricting principles of compactness and respect for political subdivisions such as towns and counties. The plan also includes a majority-Black district and complies with relevant federal and state redistricting laws.
