Redistricting Plan

This map maximizes the number of safe districts while limiting partisan vote dilution. It does so while satisfying traditional districting principles. This map produces 11 safe districts -- the same as the enacted plan -- while also making swing districts less competitive and reducing the map's total efficiency gap. It has (approximately) as many county splits as the enacted map, and splits fewer county subdivisions.
