Redistricting Plan

Florida gained a district this cycle - going from 27 to 28. The 28th district was added to west central Florida. This map sought to keep counties and city/town together as a first priority. With this in mind, all of the minority opportunity districts were carried over from the 2010 cycle except in the Orlando area. In an effort to keep the city of Orlando whole, this map cracks the Black population in northwest Orlando and the Hispanic population is southwest Orlando area. This district might be subject to a retrogression challenge under Florida state law.
