Louisiana Two Majority-Minority Districts

This plan seeks to address the growing African American population in Louisiana by creating two majority-minority districts - District Two and District Five. This differs from the singular minority-majority district that currently exists in the state. Both Districts Two and Five allow African Americans Latinos, and Asian American in Louisiana to build a coalition as means of electing their preferred candidates. Throughout the mapping process, there was a specific aim to limit the number of fragmented voting districts, keep communities of interest together, and maintain geographical boundaries per the Voting Rights Act and state guidelines. Even so, a minimal number of voting districts had to be divided as means of maintaining equal populations between the six districts.
