This is a good government plan that primarily aims to preserve counties and cities. In particular, I focused on keeping Des Moines within one district, which has not been the case in previous maps. Additionally, the map complies with federal and state redistricting laws. Although the districts aren't perfectly equal in population, it is in line with the Supreme Court’s decision in Tennant v. Jefferson County Commission, in which the Court deemed it constitutional for states to deviate from equal population for the sake of respecting political subdivisions. These districts are contiguous, reasonably compact, and leave no counties divided, as required by Iowa law.
