This “Good Government” plan seeks to avoid splitting counties and other municipalities, to keep communities of interest together, and to maximize compactness. In additional to federal redistricting standards, Oklahoma encourages following county and municipal boundaries and respecting long-standing communities of interest. The state also notes that plans may seek to preserve cores of existing districts. This plan prioritizes compact districts that do not split counties; only four counties are split in the plan as required to achieve equal population. The plan splits each county across two districts, rather than splitting fewer counties across more districts. When splitting counties, the plan aims to avoid splitting cities or towns and to follow natural dividing lines like geographic features or roadways. While this plan deviates from the cores of existing districts considerably, it creates a new Democratic-leaning district that has been absent from Oklahoma.
