This plan prioritizes compactness while achieving perfect population equality and minimizing municipality splits. Like earlier maps, District 1 encompasses Honolulu while District 2 occupies Northern Oahu and all other islands. To improve compactness, District 1 has taken the Southeastern coast of Oahu. District 2 has moved South to take Mililani and Waipio and has taken the Southwestern corner of the island (including Makakilo and Kapolei). Neither district is subject to VRA concerns.
