Redistricting Plan

This plan creates one district where African Americans are the majority of the CVAP, to ensure compliance with the Voting Rights Act. The existing Virginia plan contains no districts where African Americans are the majority of the CVAP, and only one district in which members of minority groups are the majority of the CVAP. This plan creates a district that links minority communities in the Hampton region and the Richmond region.
