Redistricting Plan

This is a good government plan that primarily aims to preserve county lines and other political subdivisions. To that end, the number of county splits has been reduced from 10 to 8, and there is only one instance of a county being split between more than 2 districts (down from 6 instances). The planned districts are reasonably compact and have perfect population equality. Additionally, the map complies with federal and state redistricting laws.
