This plan attempts to draw Arizona from scratch with an eye for keeping communities together. It attempts to avoid breaking up counties where possible. A substantial change from the current map is the decision to place all of Tucson into one district (District 2) rather than crack it. This decision was made in an effort to keep Tucson communities together. District 2 also takes an unusual shape, comprising almost the entirety of the southern border. Further, District 2 cracks the Tohono O'Odham Nation Reservation. Neither of these decisions was ideal, and keeping Reservations together was of the utmost importance when drawing this map. However, District 2 was drawn this way to connect Tucson and Yuma in order to comply with the Voting Rights Act to keep the Hispanic majority that currently resides in District 3.
