This plan creates two majority minority districts to increase minority representation in Louisiana. Under the current Congressional plan, African Americans make up the majority of the population in only one district. This plan creates two majority minority coalition districts, Districts 1 and 5, in the Baton Rouge and New Orleans metro areas respectively. In District 5, African Americans are not the majority (they make up 45.5% of the citizen voting age population (CVAP)) but can form a coalition district with Latinx and Asian American voters. Similarly, in District 1, African Americans make up 46.1% of CVAP but can form a coalition district with Latinx and Asian American voters.
