This plan seeks to achieve compact districts while preserving minority representation statewide. It contains one majority minority district (50% Black) and one strong minority district (40% Black), which combined create two likely Democratic seats. The map does contain 18 split counties, which might indicate that compactness is lacking, but the average Roeck coefficient is fairly high (42%) and the map is VRA compliant.
