This map makes minimal changes to accommodate population shifts and unifies precincts as much as possible. It splits the same number of counties as the current plan but 25% as many precincts. The map also has a maximum deviation of one person. This plan made changes from the existing congressional map without considering race. When the data was later added to Maptitude, the Non-Hispanic Black CVAP in District 6, the majority-black district required by the Voting Rights Act, equaled 52.2%. While it is possible to draw a second majority-black district in South Carolina, I did not do so to demonstrate a least-change map. This plan may violate Section 2 or Shaw by diluting the black vote evenly between the other districts, minimizing the opportunity for black voters to elect their candidate of choice outside of their one majority district.
