This plan for Connecticut attempts to draw district lines that split the fewest amount of counties and voting districts. In Connecticut, three counties--New Haven, Fairfield, and Hartford--must be split since each has a greater population than allowed for congressional districts. In addition to maximizing splitting the fewest counties and voting districts, the plan tries to create compact districts.
