This "Least Change" plan is relatively politically fair—neither party's votes would be wasted at a particularly high rate, and a Democrat would have a reasonable change at winning in CD-1. It splits 4 counties, 6 towns, and 13 voting districts. The districts are compact and largely resemble the previous lines (though the area around Omaha has grown substantially, leading to a contraction of the existing lines). The map respects the principle of "one person, one vote" and complies with relevant Nebraska law.
