Redistricting Principle(s) Prioritized: Least Change

This is a least change plan that alters the current district lines as little as possible, while still aiming to keep county lines intact. The planned districts have perfect population equality and split only three counties. Additionally, the map complies with federal and state redistricting laws. Note that Iowa law requires state House and state Senate districts to be contained within congressional districts, where possible. As of 10/17/2021, the most recent proposals for new state legislative maps have been rejected, so I was unable to take this requirement into consideration for this plan.
