This least change map keeps the current congressional districts almost fully intact, with a handful of small exceptions. It moves Waterville and Bridgton into the Second Congressional district, as well as Hallowell and Farmingdale. More importantly, it keeps the capital of Augusta in Maine’s First Congressional district, where it has been located for decades. The plan that the state enacted on Sept. 29 moves the city in service of shoring up Jared Golden’s (D-ME) hold on the Second District—however, moving the towns I propose would accomplish the same goal without moving the boundaries of CD-1 much further into the culturally distinct northern half of the state.
