Redistricting Plan

This is primarily a "Least Change" plan, but incorporates some "Good Government" principles. The district lines are largely where they were in the previous round of redistricting, but some modifications have been made in the eastern and northwestern parts of the state in an effort to preserve more counties. The plan is reasonably compact and complies with "one person, one vote." From a partisan perspective, the plan does not dramatically favor either Democrats or Republicans.
