While this is ostensibly a Good Government plan, it also changes little from the existing Rhode Island map. The districts are extremely compact and the plan only splits 2 of the 421 voting districts. The plan also respects communities of interest—just the city of Providence is split it two. The plan does give a substantial advantage to Democrats, but most compact districts would in light of Rhode Island's strong Democratic lean. The plan would comply with Rhode Island's redistricting rules provided that the State Senate and House districts are redrawn appropriately.
