This plan is a "Least change" map intended to adjust district lines only where necessary to comply with population equality. The most significant changes in this map occurred in Western Massachusetts, where the lines of district 1 were adjusted to compensate for a decline in population in Massachusetts's rural counties and growth in population in the Eastern portion of the state.
