This map creates four congressional districts without splitting any counties. There is not perfect population equality between the districts, but that does not render the map unconstitutional, as the slight variations in population serve the legitimate end of preserving county lines. The plan has only 0.27% population variation between the most and least populated districts--well below the 0.79% variation the Supreme Court approved in 2012 in Tennant v. Jefferson County Commission.
