West Virginia is losing a district this cycle, leaving the state with only two districts. This map eliminates the former District 2 and splits it between the remaining two districts. The map does not split any counties. Though the districts do not have perfect population equality, the map complies with the law because the slight variation in population serves the legitimate objective of keeping counties together.
