This map attempts to recreate the previous California Congressional map with minimal changes. As California lost a district for the first time in its history, the initial difficult decision was which district to remove. LA County has relatively slow growth, so the lost district was taken from the northern part of that county. Where significant deviation from the old plan was necessary, this map prioritizes maintaining communities of interest and compactness where possible. This map also does not achieve perfect population equality, with a deviation of up to 15 people, in order to keep some counties intact. This plan was created for educational purposes and is not meant as a suggestion for the California Commission.
