This plan attempts to preserve political subdivisions while simultaneously providing compact and contiguous districts. The plan scores highly in terms of compactness—just as importantly, it provides approximately proportional representation for each political party. It preserves the preexisting VRA coalition district in CD-9 and splits a relatively small number of counties and voting districts. It also complies with the principle of "one person, one vote."
