This map achieves perfect population while splitting as few cities as possible. District 1 took in the inland areas of Wheeler Airfield and Royal Kunia, while the coastal regions of Ko Olina and Kalaeloa were moved to District 2. Kapolei is the only municipality split (beside a 0 population split of East Honolulu). Both districts are safely majority minority, and there are therefore no VRA concerns.
