Redistricting Plan

This map achieves perfect population while following Hawai'i current district lines as closely as possible. The only area of change is southwestern O'ahu, where all of Ko Olina and portions of Kalaeloa and Kapolei were moved to District 2, as it was underpopulated by approximately 1,500 people. There are no VRA concerns with this map, as both districts are solidly majority minority and the populations changed very little from the current map.
