This map was created with proportional representation in mind to add another Democrat-leaning district in Alabama to more accurately represent the statewide split represented in the presidential election. Donald Trump won the popular vote in Alabama for the 2020 presidential election, with 62% of the votes compared to Biden’s 36.6%. Looking to the state-wide’s current political tilt, this 5 Republican, 2 Democratic allocation attempts to produce districts that better reflect the underlying partisan division in Alabama and ensure more fair representation. Historically, there has only been one Black majority-minority district in Alabama, but this proposed map adds another (District 2) to better reflect the state’s significant Black population, in addition to the traditional principles of maintaining compactness and contiguity. The districts do not have perfect population equality (maximum deviation is under 0.12%). Still, the map complies with law due to the legitimate objective of consistently preserving voting district boundaries in Tennant v. Jefferson County Commission.
